The 35-year old will play for PSG in the Champions League final on Sunday in what could be his final game at the club.
Chelsea are looking for an experienced leader-type at the back of their defence, and Silva fits that bill perfectly.
There are still some details to iron out if Chelsea are to sign him, like the length of the contract, but it looks to be at an advanced stage now.
