Chelsea fans could return to Stamford Bridge as soon as next month under plans drawn up by government

A tier system is expected to be introduced across the county and  only stadiums in tier one and tier two areas will be considered to have fans in.

Nothing has been confirmed by the Government yet, but football sources are confident it can be agreed.
