Chelsea were one of the many teams interested in signing RB Leipzig centre back Dayot Upamecano this summer.
As confirmed by Fabrizio Romano on his Here We Go Podcast today, Chelsea had spoken to the players agent, but they had not made an official offer.

Of course the 22-year old then agreed to join Bayern Munich in a deal that will be completed this summer, leaving Chelsea and any other interested clubs behind.
Romano says that Chelsea preferred to wait a bit before going all in on a centre back target as they wanted to weigh up their other options first, this is why they did not enter the race.
Chelsea were most interested out of the English clubs in Dayot Upamecano but never made an official approach. They wanted to wait and plan for what centre back they want to go for.

The Blues have been linked with a number of different centre backs for the summer, but it looks like they have to decide who they will be pursuing as priority and it is likely that Thomas Tuchel will be involved in those discussions moving forward.
