Chelsea have been heavily linked to signing Barcelona attacking midfielder Philippe Coutinho on a number of occasions over the last few weeks.
Most recently, reliable Italian transfer guru Nicolo Schira confirmed The Blues interest in the former Liverpool player just yesterday.

Coutinho is a world class player and would be a great addition to any team. However, it has seemed a little odd move for Chelsea if this is true. They have other more pressing areas to spend money in.
However, this would be a very wise move for Chelsea, but only on a loan deal. Therefore they would not be using up any transfer funds keeping them free to spend elsewhere, and a loan deal comes without risks.
If he comes in and performs excellently like we know he can, then hopefully there will be a Mateo Kovacic-type clause where Chelsea can sign him permanently.
I believe that bringing in Coutinho on a loan deal if Chelsea have that option, is an absolute no brainer.
