That leaves a spot at the back open, with Fikayo Tomori itching for a senior competitive debut after some strong showings for Chelsea this season.
There are 5 Chelsea players in this England squad. Mason Mount started in the week and Tammy Abraham came on as a sub and scored off the bench. Callum Hudson-Odoi looks likely to get more minutes against Kosovo too, and this would be a great chance for Fik to join him.

Overall the progress these young guys are making is exceptional, and it just goes to show the benefits of being in a top club team like Chelsea. Young players making waves at Champions League teams are always given the nod ahead of equally successful players with smaller teams, and this Chelsea brood are nailing it right now.
